OINP Streams

Human Capital Priorities Stream

Designed for high-skilled candidates in the federal Express Entry pool. Ontario scans the pool and sends Notifications of Interest (NOIs) to candidates who match their criteria. Requires a valid Express Entry profile with eligibility under FSWP or CEC. Bachelor's degree or higher, CLB 7 in all language abilities. No job offer required.

Employer Job Offer — Foreign Worker Stream

For skilled workers outside Canada with a full-time, permanent job offer in Ontario at TEER 0, 1, 2, or 3. The employer must have been operating in Ontario for at least 3 years and have 5 or more full-time employees. The job offer must be at or above the median wage for the occupation. No Express Entry profile required.

International Student Stream

For international graduates who studied at an Ontario Designated Learning Institution (DLI) and have a job offer. Degree, diploma, or certificate from an Ontario college or university. Must have graduated within the last 2 years. Job offer in TEER 0–3 occupation. Eligible for Express Entry-linked or employer job offer sub-streams.

In-Demand Skills Stream

Designed for semi-skilled workers in TEER 4 and 5 occupations that Ontario specifically needs. Must have at least 9 months of full-time Ontario work experience in the designated occupation within the last 3 years. A qualifying job offer in Ontario is required. This is a base stream — does not require Express Entry profile.

Masters Graduate Stream

For graduates of an Ontario university master's degree program. Must have completed the full master's degree (not just coursework). Apply within 2 years of graduation. CLB 7 in all language abilities. No job offer required. Express Entry-linked — adds 600 points to your CRS score.

PhD Graduate Stream

For doctoral graduates or current PhD students who have completed at least 2 years of study at an Ontario university. CLB 7 required. Apply within 5 years of starting the PhD program. No job offer required. Express Entry-linked stream that fast-tracks Ontario's top research talent to permanent residence.

French-Speaking Skilled Worker Stream

For bilingual francophone candidates who can contribute to Ontario's growing French-speaking communities. CLB 7 in French (all abilities), CLB 6 in English. Valid Express Entry profile with FSWP, CEC, or FSTP eligibility. No job offer required. Ontario uses this stream to attract French-speaking talent to designated francophone communities.

General Eligibility Requirements

Eligibility varies by stream, but common requirements across most OINP streams include:

  • Genuine intention to live and work in Ontario
  • Occupation in TEER 0–3 (most streams) or designated TEER 4/5 occupations (In-Demand Skills)
  • Minimum language proficiency (CLB 7 for most streams, CLB 4 for some employer streams)
  • Educational credentials appropriate to the occupation
  • Sufficient settlement funds (if not currently working in Ontario)
  • Meeting any stream-specific requirements (job offer, Express Entry eligibility, graduation criteria)

Create Your Express Entry Profile

For most OINP streams, your journey begins with creating a federal Express Entry profile. Ensure your profile is complete and accurate — it forms the foundation of your OINP application. Indicate your interest in settling in Ontario.

Register Interest or Receive NOI

For Human Capital Priorities and French-Speaking streams, Ontario may send you a Notification of Interest (NOI) from the Express Entry pool. For graduate and employer streams, you may register an Expression of Interest directly with the OINP portal and wait for an invitation to apply.

Submit Your OINP Application

Once invited, you have a set window (typically 45 days) to submit your complete OINP application through the Ontario Immigration Portal. Compile all supporting documents including language test results, educational assessments, employment records, and police certificates.

Receive Your Ontario Nomination

If approved, you receive a nomination certificate from the Province of Ontario. For Express Entry-linked streams, you update your federal profile with the provincial nomination code — this automatically adds 600 CRS points to your score.

Federal PR Application

Following the 600-point CRS boost, IRCC issues an Invitation to Apply (ITA) at the next draw. You then have 60 days to submit your complete federal permanent residence application. For base stream applicants, you submit a paper application directly to IRCC without going through the Express Entry pool.

Frequently Asked Questions — OINP

Do I need a job offer to apply to the OINP?

Not always. Streams like the Human Capital Priorities Stream, Masters Graduate Stream, PhD Graduate Stream, and French-Speaking Skilled Worker Stream do not require a job offer. However, the Employer Job Offer streams, International Student Stream (employer sub-stream), and In-Demand Skills Stream do require a qualifying job offer from an Ontario employer.

How long does the OINP process take?

Processing times vary by stream. Once Ontario receives your complete application, the provincial review typically takes 60–90 days for Express Entry-linked streams. After receiving your nomination and the 600-point CRS boost, you can expect an ITA within weeks and federal PR processing within 6–8 months. Total time from OINP application to receiving PR can be as little as 9–12 months for Express Entry streams.

Can I apply if I'm already living and working in Ontario?

Yes — in fact, candidates already in Ontario with valid work authorization are often given priority in streams like the Employer Job Offer and International Student streams. The In-Demand Skills Stream specifically requires current Ontario work experience. You can apply to the OINP while on a work permit, including a Bridging Open Work Permit.

What CRS score do I need for the Human Capital Priorities Stream?

Ontario does not publish a fixed CRS score requirement for the HCP Stream. They set minimum thresholds at each draw, which fluctuate based on the volume of candidates in the pool. Historically, Ontario has invited candidates with CRS scores ranging from 400 to 500+. A Mirus Immigration RCIC can assess your score and advise on your chances and alternatives.

Does OINP nomination guarantee permanent residence?

An OINP nomination significantly increases your chances but does not automatically guarantee PR. For Express Entry-linked streams, the 600-point boost makes receiving an ITA near-certain. However, IRCC still reviews the final PR application and may refuse if there are inadmissibility issues (criminal history, health, misrepresentation). A properly prepared application substantially reduces this risk.
