What is the Federal Skilled Worker Program?

The Federal Skilled Worker Program (FSWP) is designed for internationally educated professionals who want to become Canadian permanent residents based on their education, work experience, and language skills. Unlike the Canadian Experience Class, your work experience does not need to be in Canada — foreign experience counts.

FSWP applications are submitted through the Express Entry pool. Candidates are ranked using the Comprehensive Ranking System (CRS) and invited to apply for permanent residence through regular draws.

Core Eligibility Requirements

Work Experience

Minimum 1 continuous year of paid, full-time work (or equivalent part-time hours = 1,560 hrs) within the last 10 years. Must be in a NOC TEER 0, 1, 2, or 3 occupation. Volunteer work and self-employment do not count.

Language Skills

Minimum CLB 7 in all four abilities (reading, writing, listening, speaking) in English or French. English: IELTS General Training or CELPIP. French: TEF Canada or TCF Canada. Results valid 2 years.

Education

Canadian secondary diploma or post-secondary credential; OR foreign credentials with an Educational Credential Assessment (ECA) from a IRCC-designated organization (e.g., WES). No specific field of study required.

Proof of Funds

Must show sufficient funds to support yourself and family in Canada. Not required if you hold a valid job offer or are currently authorized to work in Canada.

Admissibility

Clear criminal record. Medical examination from an IRCC-approved panel physician. Must not be inadmissible to Canada for any reason.

Residence Intent

Must intend to reside outside Quebec. Quebec has its own skilled worker program (QSWP) that operates independently from Express Entry.

Language Points Breakdown

CLB 9 or above in all 4 abilities = 24 points. CLB 8 = 20 points. CLB 7 = 16 points. Below CLB 7 = ineligible for FSWP.

Your second official language (English or French) adds up to 4 additional adaptability points if you score CLB 5 or above.

Application Steps

Score 67+ on the Selection Grid

Calculate your score across language, education, work experience, age, employment, and adaptability. If you score below 67, you are not eligible for FSWP.

Take Your Language Tests

Book and complete IELTS General Training or CELPIP (English), or TEF Canada / TCF Canada (French). Results must be less than 2 years old at time of ITA.

Get Your ECA (if foreign credentials)

Use WES, IQAS, or another IRCC-designated organization to assess your foreign education credentials. Allow 4–12 weeks for assessment.

Create Your Express Entry Profile

Submit your profile online. You'll receive a CRS score. The higher your score, the sooner you'll receive an Invitation to Apply (ITA).

Receive ITA and Submit PR Application

Once invited, you have 60 days to submit your complete application with all supporting documents and fees ($850 processing + $515 RPRF per adult).

Frequently Asked Questions

Do I need a Canadian job offer for FSWP?

No — a job offer is not required. However, a valid job offer from a Canadian employer adds 50–200 CRS points depending on the NOC level, significantly improving your chances of receiving an ITA.

Does student work experience count?

Yes, if it was paid, met the minimum hours, and falls in a qualifying NOC TEER category. Co-op terms and paid internships generally qualify if all other conditions are met.

What if I've changed occupations?

You can only claim experience in one primary NOC code for FSWP eligibility. Choose the occupation in which you have the most qualifying experience. Additional occupations may contribute to CRS points under other factors.

My CRS is below recent draw cutoffs — what can I do?

Consider applying to Provincial Nominee Programs (PNP) — a nomination adds 600 CRS points. Improve your language score, gain more Canadian experience, or explore whether category-based draws apply to your occupation.
