Why British Columbia?

British Columbia is Canada's westernmost province — a stunning combination of Pacific coastline, mountain ranges, and dynamic urban centres. Vancouver consistently ranks among the world's most livable cities and is a global hub for technology, film production, clean energy, and international trade. Victoria, Kelowna, and Kamloops offer more affordable living with vibrant local economies.

The BC PNP operates under Skills Immigration (SI) and Express Entry BC (EEBC) categories, with a separate Entrepreneur Immigration stream. The program uses a registration-based system where candidates register, receive a score, and compete in draws held weekly (for tech) or bi-weekly (for other streams). The highest-scoring candidates receive invitations to apply.

BC PNP Streams

Skills Immigration — Skilled Worker

For experienced workers with a full-time, indeterminate job offer from a BC employer. Requires at least 2 years of directly related work experience in a TEER 0, 1, 2, or 3 occupation. Minimum CLB 7 language ability. Available under both SI (base stream) and EEBC (Express Entry-linked) categories. The EEBC stream adds 600 points to your federal CRS score.

Healthcare Professional Stream

Dedicated to physicians, registered nurses, nurse practitioners, pharmacists, and other regulated healthcare professionals. A written, indeterminate job offer from a BC health authority or employer is required. This stream recognizes BC's critical healthcare labour shortage and offers expedited processing for eligible candidates.

BC Tech Pilot

One of Canada's most competitive tech immigration pathways. Open to workers in 29 eligible technology NOC codes — including software engineers, data scientists, cybersecurity specialists, and IT project managers. Requires a minimum 1-year full-time BC job offer. No LMIA required. Weekly draws with scores based on education, experience, and language. Express Entry-linked for additional speed.

International Graduate Stream

For graduates who completed a degree or diploma from a Canadian post-secondary institution within the last 3 years. A qualifying BC job offer is required. No prior work experience required — BC values the investment you've made in a Canadian education. Available under both SI and EEBC (if Express Entry eligible).

Entrepreneur Immigration — Base

For experienced business owners and senior managers who want to own and actively manage a business in BC. Minimum personal net worth of $600,000 CAD. Minimum investment of $200,000 in the BC business. At least 3 years of business ownership or senior management experience. Must create at least 1 full-time job for a Canadian citizen or PR.

Entrepreneur Immigration — Regional Pilot

A more accessible entrepreneur option for those willing to establish a business outside Metro Vancouver. Minimum net worth of $300,000. Minimum investment of $100,000. Intended to direct entrepreneurial talent to BC's smaller cities and regional economies — ideal for candidates who meet some but not all Base stream requirements.

BC PNP Registration Score System

Unlike some PNPs that review applications on a first-come, first-served basis, the BC PNP uses a competitive scoring system. When you register, you receive a registration score based on factors including:

  • Your federal Express Entry CRS score (for EEBC stream)
  • Education level and field of study
  • Work experience (years and relevance)
  • Language proficiency (CLB level)
  • BC-specific factors (regional job offers score higher)
  • Wage offered relative to BC median wage

BC holds regular draws and invites the highest-scoring candidates. Minimum scores at each draw fluctuate based on the pool of candidates. Tech Pilot draws are weekly — all other draws are typically bi-weekly or monthly.

BC PNP Application Process

1

Secure a Qualifying BC Job Offer

Most BC PNP streams require a full-time, indeterminate job offer from a BC employer. The employer must be a registered BC business in good standing. For the Tech Pilot, the employer must be in a qualifying tech sector.

2

Register in the BC PNP Online System

Submit your registration through the BC PNP online portal. You receive a registration score based on your profile factors. You enter the pool of candidates and compete with others in your stream at regular draw events.

3

Receive an Invitation to Apply (ITA)

If your registration score meets or exceeds the minimum score at a draw, BC invites you to apply. You typically have 30 days to submit a complete application. Missing this window means re-entering the pool.

4

Submit Full BC PNP Application

Compile all supporting documents — language test results, educational credentials, employment records, employer documents, police certificates, and more — and submit through the provincial portal within the invitation window.

5

Receive Nomination & Apply for PR

Once BC approves your nomination, update your Express Entry profile with the provincial nomination code (for EEBC) to receive your 600-point CRS boost and federal ITA. For SI (base stream), submit a paper-based PR application to IRCC.

Frequently Asked Questions — BC PNP

Do I need a BC job offer for all BC PNP streams?

Yes — a qualifying BC job offer is required for most BC PNP streams under Skills Immigration and Express Entry BC. The job must be full-time, indeterminate (permanent), and from a registered BC employer in good standing. The Entrepreneur Immigration streams require a business investment plan rather than an employment offer.

What are the 29 tech NOC codes eligible for the BC Tech Pilot?

The BC Tech Pilot covers a broad range of technology occupations including software engineers, software developers, cybersecurity professionals, data scientists, database analysts, IT project managers, web developers, network engineers, computer systems analysts, and more. BC updates the eligible NOC code list periodically. Contact Mirus Immigration for the current list and to verify whether your occupation qualifies.

How are BC PNP registration scores calculated?

BC PNP scores are calculated based on your CRS score (for EEBC stream), education level, years of relevant work experience, language proficiency, and BC-specific factors such as job offer location (regional job offers score higher) and wage. Scores for the EEBC stream are heavily weighted toward the federal CRS score, while SI stream scores are calculated independently based on BC's own criteria.

How long does the BC PNP take from registration to PR?

Once you receive a BC PNP ITA and submit a complete application, provincial processing typically takes 2–3 months. Adding the federal Express Entry ITA (near-instant after 600-point boost) and federal PR processing (6–8 months), total time from BC PNP application to PR is approximately 8–12 months for EEBC stream applicants.

Can I apply for BC PNP if I'm currently on a Canadian work permit?

Yes — candidates currently working in BC are eligible and often competitive in the BC PNP. BC work experience in your occupation adds to your registration score. If your current work permit is expiring, a Bridging Open Work Permit (BOWP) may allow you to continue working while your PR application is processed.
