What Is the Global Talent Stream?

The Global Talent Stream is a component of the Temporary Foreign Worker Program that offers 2-week service standards for LMIA processing — compared to 8–16 weeks for standard TFWP applications. It is designed for high-growth Canadian tech companies and employers seeking workers in highly specialised fields that are in short supply globally.

GTS workers and their spouses receive expedited processing, and spouses automatically receive an open work permit, allowing them to work for any employer in Canada.

Two GTS Categories

Category A — Unique and Specialised Talent

For workers who possess unique and specialised skills that are needed by a high-growth Canadian company. The employer must be referred by a designated referral partner (e.g., a provincial innovation agency, Invest Canada, or recognised tech cluster). No occupational list applies — the case must demonstrate exceptional talent and critical business need.

Category B — In-Demand Tech Occupations

For workers in one of 25+ occupations on the Global Talent Occupations List. No referral partner is needed. Common qualifying NOC codes include software engineers, data scientists, cloud architects, cybersecurity specialists, and AI/ML engineers. The employer pays the $1,000 LMIA fee and agrees to a labour market benefits plan.

Labour Market Benefits Plan

Employers using GTS Category B must commit to a Labour Market Benefits Plan (LMBP) that demonstrates commitments to Canadians and permanent residents, such as:

The LMBP is reviewed by ESDC and progress is monitored throughout the LMIA validity period.

Benefits for Workers

BC Tech Pilot Advantage: Workers in GTS Category B occupations who work in British Columbia may qualify for BC PNP Tech Pilot nomination within weeks, adding 600 CRS points to their Express Entry profile for near-certain PR invitation.

Frequently Asked Questions

Who can refer an employer for Category A?

Designated referral partners include provincial and territorial innovation agencies (e.g., Ontario Centre of Innovation, Invest Vancouver, Communitech), federal agencies (Invest Canada, National Research Council), and designated industry clusters. The referral must confirm the company is high-growth and has a critical talent need.

Is GTS faster than the International Mobility Program?

GTS requires an LMIA (like standard TFWP) but with a 2-week service standard. The IMP requires no LMIA at all but applies only to LMIA-exempt categories. If your situation qualifies for IMP exemption (e.g., CUSMA professional, intra-company transfer), IMP may still be faster overall. GTS is best when LMIA is required but speed is critical.

Does my employer need to pay my airfare?

Under standard TFWP rules, low-wage employers must cover return airfare. For high-wage GTS positions, this obligation does not apply unless specified in your employment contract. Your employment agreement terms govern airfare arrangements.
