How Quebec Immigration Works
Quebec selects most of its economic immigrants independently. Instead of a provincial nomination, Quebec issues a Quebec Selection Certificate (Certificat de sélection du Québec — CSQ). Once you hold a valid CSQ, you apply to the federal government for permanent residence. This is a two-stage process that is different from standard PNP.
Quebec Immigration Programs
Quebec Skilled Worker Program (QSWP)
The primary economic immigration pathway. Uses the Arrima platform with an EOI system. Applicants are scored on education (26 pts), age (16 pts), experience (8 pts), language (22 pts), Quebec connections (8 pts), and spouse factors (17 pts). Minimum 50/100 points required for the Declaration of Interest pool.
Programme de l'expérience québécoise (PEQ)
Quebec's fast-track pathway for temporary foreign workers and international graduates already in Quebec. Workers must have 12 months of full-time skilled work in Quebec. Graduates must have studied in French. PEQ processing: 5–6 months — significantly faster than QSWP.
Quebec Entrepreneur Program
For entrepreneurs who establish and manage a business in Quebec. Must have a minimum net worth, a viable business project, and be committed to economic development in Quebec. Three-year conditional period before permanent nomination.
Quebec Investor Program
Currently suspended (as of 2024 review). When active: minimum net worth of $2 million CAD, passive investment of $1.2 million for 5 years. Quebec government is reviewing the program.
Quebec Self-Employed Worker
For self-employed individuals in cultural activities or sports who have relevant experience and intend to practice their craft in Quebec. Must demonstrate sufficient income from self-employment.
Family Reunification (Quebec)
Quebec manages its own family sponsorship for certain categories. Spouses, children, and parents can be sponsored by Quebec residents. Follows similar eligibility to federal family class but with Quebec-specific processing.

Maximum 22 points available for French language proficiency. English ability can add up to 2 additional points if the applicant also has French ability.
