The Atlantic Immigration Program (AIP)

The AIP is a federal employer-driven immigration pathway for skilled workers and international graduates who want to work and live in Atlantic Canada. Unlike Express Entry or standard PNPs, the AIP does not use an EOI or draw system. Instead, a designated Atlantic employer directly supports your PR application.

How the AIP Works

Employer Designation — The employer must be designated by their province to hire through AIP.

Job Offer — You receive a permanent, full-time job offer from a designated employer.

Settlement Plan — You and your employer work with a service provider organisation (SPO) to build a settlement plan.

Endorsement Certificate — The provincial government reviews and issues an endorsement certificate.

PR Application — You apply for permanent residence with IRCC using the endorsement certificate.

AIP Eligibility Requirements

Skilled Worker — NOC TEER 0/1/2/3

  • Full-time, non-seasonal job offer
  • 1 year of work experience in the past 5 years
  • CLB 4 (speaking/listening), CLB 4 (reading/writing)
  • Ability to meet provincial settlement plan

Intermediate Skilled Worker — NOC TEER 4

  • Full-time, non-seasonal job offer (NOC TEER 4)
  • 1 year of work experience in past 5 years
  • CLB 4 language across all abilities
  • Must be living in Atlantic Canada on a work permit

International Graduate

  • Graduated from a publicly funded Atlantic Canadian institution within past 2 years
  • Full-time, non-seasonal job offer (TEER 0–4)
  • CLB 4 in all abilities
  • No work experience requirement
