Parents & Grandparents Sponsorship

Canadian citizens and permanent residents can sponsor their parents and grandparents for permanent residence through the Parents and Grandparents Program (PGP). Due to high demand, IRCC uses a random selection process each year to invite sponsors to apply.

How the PGP Works

Each year, IRCC opens an interest to sponsor form (or randomly selects from a pool of registrants) and issues a set number of invitations to apply. Sponsors selected are then invited to submit a complete sponsorship application. The program is highly competitive — IRCC typically accepts 15,000–23,500 applications per year against significantly higher demand.

2024 PGP Update: IRCC conducts random selection from the interest-to-sponsor pool. Registering immediately when the pool opens each year maximises your chances of selection. Watch the IRCC website and mirusimmigration.ca for announcements.

Sponsor Requirements — Minimum Necessary Income (MNI)

Unlike spousal sponsorship, PGP requires sponsors to meet a Minimum Necessary Income (MNI) — typically 30% above Canada's Low Income Cut-Off (LICO). The MNI must have been met for the 3 consecutive tax years before the application.

Household size includes the sponsor, their spouse/partner, dependent children, and the persons being sponsored.

The 20-Year Undertaking

Sponsors must sign an undertaking committing to financially support their parents/grandparents for 20 years from the date they become permanent residents. This means if your sponsored parent requires social assistance within 20 years, you may be required to repay the government.

Important: The 20-year undertaking is legally binding. Before sponsoring, carefully consider your financial stability over the long term and ensure you can meet this commitment.

Super Visa — The Faster Alternative

If PGP sponsorship isn't immediately possible, the Super Visa allows parents and grandparents to visit Canada for up to 5 years per entry (renewed to remain up to 7 years cumulatively). It is a temporary visitor status, not permanent residence.

PGP Application Process

Register interest — When IRCC opens the interest-to-sponsor pool, register online immediately. Selection is random from the pool.

Receive invitation — If selected, IRCC sends an invitation to apply. You have 60 days to submit a complete application.

Submit sponsorship & PR application — Sponsor submits sponsorship application with 3 years of NOAs; sponsored persons submit PR application with identity documents.

Medical exam & biometrics — Sponsored parents/grandparents complete medical exams and provide biometrics at a VAC.

Background checks — IRCC conducts security and criminality checks, which may require police certificates from multiple countries.

Decision & landing — Approved applicants receive COPR and travel to Canada to become permanent residents.
